TheMagnet® proudly marks the successful completion of a five-year engagement that contributed to the design, procurement and implementation of CY-ALERT, the Republic of Cyprus’ National Public Warning System, officially launched in June 2026.

The launch of CY-ALERT represents a significant milestone for Cyprus’ civil protection framework, providing the country with a modern, standards-based Public Warning System capable of delivering life-saving emergency alerts to the public during natural disasters, technological incidents and other major emergencies.

From Vision to Reality

TheMagnet®’s involvement began in 2021 following its successful selection through an open public procurement procedure as Telecommunications Expert Consultant to the Cyprus Civil Defence Force.

The assignment required the development of the complete procurement framework for Cyprus’ National Public Warning System, including the preparation of comprehensive technical specifications and contractual documentation that would ultimately form the basis of one of the country’s most important public safety projects.

The work included:

  • Comprehensive assessment of Public Warning technologies deployed across the European Union;

  • Comparative evaluation of Cell Broadcast and Location-Based SMS technologies;

  • Technical and commercial assessment of available market solutions;

  • Procurement strategy and project budgeting;

  • Preparation of detailed technical specifications;

  • Drafting of contractual documentation in accordance with the Public Procurement Law of the Republic of Cyprus.

By early 2022, TheMagnet® had also completed the project’s Risk Assessment, evaluating operational risks affecting the Cyprus Civil Defence Force, future contractors and critical system interdependencies.

The company further delivered comprehensive Business Continuity and Disaster Recovery Plans, providing a robust governance and operational resilience framework to support the long-term sustainability of the platform. 


Supporting National Delivery

Following the successful completion of the procurement process, the implementation contract was awarded to GCC, in partnership with the French technology company Intersec, one of the world’s leading providers of Public Warning Systems.

When implementation officially commenced in October 2025, TheMagnet® was appointed Project Manager on behalf of the Contracting Authority, assuming responsibility for project governance, implementation oversight, technical coordination, stakeholder management and risk management through to the successful operational launch of CY-ALERT.

The success of CY-ALERT is the result of years of collaboration between government authorities, regulators, telecommunications operators, technology providers and specialist consultants, working together towards a shared objective: protecting lives through modern digital infrastructure.

What is CY-ALERT?

CY-ALERT is the Republic of Cyprus’ official Public Warning System.

Built upon internationally recognised Cell Broadcast technology, the platform enables authorised authorities to instantly deliver emergency alerts to compatible mobile devices located within predefined geographical areas.

Unlike traditional SMS messaging, Cell Broadcast does not require prior registration, personal information or subscriber databases, allowing alerts to reach both residents and visitors quickly and efficiently, regardless of their mobile network operator or SIM card origin.

The platform supports emergency notifications relating to:

  • Wildfires

  • Floods

  • Earthquakes

  • Severe weather events

  • Industrial accidents

  • Technological incidents

  • Public safety emergencies

  • Other life-threatening situations

The implementation fulfils Cyprus’ obligations under Article 110 of Directive (EU) 2018/1972, establishing the European Electronic Communications Code
